the existence of a well-developed trading market a key condition to
provide the most effective solution, to all parties involved, in achieving
the GHG reduction targets as agreed upon by the Kyoto Protocol
signatories.
- INCIS will, in
the debate on climate change policy, consistently and pro-actively express
and promote the view that creating an effective market-based trading
mechanism will be pivotal in generating the level of investment that is
needed to deliver appropriate GHG emission reduction results.
- INCIS considers
the well-functioning of the EU Emissions Trading Scheme of crucial
importance as a mechanism to attain environmental targets and will
actively participate in the system design discussions about further
streamlining, harmonization and expanding the current scope of the scheme
to other sectors and gases.

that the voluntary carbon markets play an important role in achieving
emissions reductions in the absence of defined policies.In order for the voluntary market to
achieve its potential, INCIS supports the development and application of
consistent, transparent standards that ensure voluntary emissions credits
are additional, real, verified, unique and permanent.
